Prince George’s Community College – Vice President for Policy and General Counsel

RPA Inc. is pleased to announce the appointment of Justin Douds as the Vice President for Policy and General Counsel at Prince George’s Community College. Mr. Douds has dedicated his career to serving institutions of learning. For the past decade, he served as counsel with the District of Columbia Public Schools’ Office of General Counsel, a role in which he represented D.C. Public Schools in a variety of legal capacities, including policy development, contract negotiation and review, regulatory review, intellectual property concerns, development of agency partnerships with outside organizations and service providers, FERPA, IDEA, special education litigation, and development and presentation of client trainings. Key accomplishments from Mr. Douds’ time in this role include drafting legislation that was passed by D.C. Council allowing D.C. Public Schools to take in revenue from licensing its intellectual property and participating on D.C. Public Schools’ three-person final grievance appellate panel, where he assumed primary responsibility for investigating grievances, authoring final recommendations, and revamping the investigative and deliberative process resulting in a more comprehensive review and determination. Mr. Douds is a member of the D.C. and Maryland Bar Associations. He earned his Bachelor of Science in International Political Economy from Georgetown University and his Juris Doctor from Georgetown University Law Center. Additionally, Mr. Douds is active in musical theatre, having performed for theatre companies in the D.C. metropolitan area on productions that include Fiddler on the Roof and The Music Man. He is also involved in community service as an active member of the Board of Directors for the Damascus Theatre Company in Maryland and a Youth Mentor with the Big Brothers Big Sisters of the Capital Region in Washington, D.C.
